UDISE+ explained, and what schools get wrong every year

UDISE+ is the Unified District Information System for Education, the Ministry of Education’s annual data collection covering every recognised school in India. Schools submit enrolment, staff, infrastructure and facility data against an eleven-digit UDISE code, and each student is recorded with a Permanent Education Number (PEN).

Submission windows, mandatory fields and the portal itself change between cycles. Verify the current requirement on the official UDISE+ portal before filing.

UDISE+ is the return that decides whether your school exists, officially. Recognition, entitlements and a good deal of state funding key off it, and the eleven-digit UDISE code is now the identifier other systems ask for first.

It is also the return most schools file badly, not because the fields are hard but because the data is assembled in the last week from four different registers that disagree.

What UDISE+ actually asks for

The return is broader than enrolment. In outline it covers the school profile, the physical plant, the teaching staff, and every enrolled child.

  • School profile — recognition, management type, board affiliation, medium of instruction, academic session.
  • Infrastructure — classrooms and their condition, toilets by gender and functionality, drinking water, electricity, boundary wall, library, laboratory, ramp access.
  • Teachers — appointment type, qualification, subjects taught, training received, and the classes each teacher handles.
  • Students — individually, with PEN, social category, mother tongue, disability status where applicable, and previous-year outcome.

The student-level section is the one that grows every cycle, and it is the reason a school register that was good enough for internal use stops being good enough.

PEN, APAAR and the UDISE code — three different things

These get used interchangeably in staff rooms and they are not interchangeable. Getting them straight saves a lot of rework.

What schools get wrong, in order of how often we see it

  • Assembling data in the last week. The return asks for the position as at a reference date. Reconstructing that date in retrospect from a register that has moved on produces numbers that do not match the school’s own records.
  • Enrolment that disagrees with the fee register. If two registers hold two student lists, the return matches neither, and the mismatch surfaces at verification rather than at filing.
  • Dropped or duplicated PENs. A student who repeats a year, or transfers in mid-session, is the common case where a second record gets created and the PEN is either lost or issued twice.
  • Infrastructure answered from memory. Toilet functionality and classroom condition are checked on the ground. Answering optimistically is a problem you meet later, not now.
  • Nobody owns it. The return lands with whoever is free in September. The following year it lands with someone else, and none of the reasoning carries over.
Procedure

How it is done, step by step

In order. Each step assumes the one before it is finished.

  1. Step 01Fix the reference date firstEstablish the date the return asks about and freeze a snapshot of enrolment as at that date, before anything else. Every other number has to agree with it.
  2. Step 02Reconcile enrolment against the fee registerRun both lists side by side and resolve every difference. A student on one and not the other is either a missed admission or a departure nobody recorded.
  3. Step 03Audit PENs for repeats and mid-year transfersThese are where duplicate student records originate. Check that a repeating student has one record carried forward, not a new one created.
  4. Step 04Verify infrastructure on the groundWalk the building with the form. Toilet functionality, drinking water and ramp access are verified physically at inspection, so answer them the way an inspector would find them.
  5. Step 05Complete staff records before studentsTeacher qualification and subject mapping feed pupil–teacher ratio calculations. Filing students against incomplete staff data produces ratios that trigger queries.
  6. Step 06File, then keep the snapshotArchive exactly what was submitted alongside the acknowledgement. Next year’s return, and any verification query, both start from what you filed this year.

What is UDISE+?
