The one worth taking seriously beyond compliance

Fire safety. A coaching centre packs a large number of teenagers into a small space, often on an upper floor of a building not designed for it, in the evening.

The clearance is a compliance requirement. Adequate exits, working extinguishers and an occupancy limit you actually observe are something else, and no software or registration substitutes for them.
